You can easily create an agreement here.

Each vehicle on the agreement must have its own tag linked to the vehicle’s registration number, and the tag must be correctly placed in the vehicle.

The agreement is valid from the day after you have received agreement confirmation. Until you receive your tag by post, the vehicle’s registration number will instead be automatically read and payments, including discounts, will be charged to your agreement.

Yes. However, you must keep in mind that the SkyttelPASS agreement is an agreement between SkyttelPASS AS and the Agreement Owner (you). When you create an agreement in your name with a vehicle you do not own, it is not the owner of the vehicle, but you as the Agreement Owner, who is legally responsible for paying all toll charges and ferry journeys made with the vehicle, regardless of who is driving.

Private agreements between the Agreement Owner and a third party regarding who will pay for which toll road charges and ferry journeys are not the legal responsibility SkyttelPASS AS.

You can easily change both vehicle and personal data by logging in to My Page.

You cannot change the owner of the agreement. Exceptions are when submitting a copy of the probate/non-probate certificate which shows that the surviving partner/heirs are taking over the estate.

Be aware that changes you make to your SkyttelPASS agreement do not update information in any additional ferry agreements with AutoPASS for ferry and Bastø Fosen.

The SkyttelPASS agreement is personal and cannot be transferred to another person.

Exceptions are when submitting a copy of the probate/non-probate certificate which shows that the surviving partner/heirs are taking over the estate.

If you wish to terminate your SkyttelPASS agreement you can do so by sending us a written notice of termination that includes your name and customer ID number to post@skyttelpass.no. You can also use our contact form.

NB: Upon termination of your SkyttelPASS agreement, the tag /tags registered to your agreement will become inactive and will no longer work in any additional agreement with AutoPASS for ferry or Bastø Fosen.

Inactive tags can be kept for future use and reactivated by our customer support centre.

Tags you no longer wish to use must be recycled as EE waste.

The SkyttelPASS tag is an AutoPASS-approved tag used for electronic payment of AutoPASS road toll charges and AutoPASS ferry journeys on ferries that accepts payment via AutoPASS tag.

Whether a private or business customer, you can have an unlimited number of vehicles on your SkyttelPASS agreement.

The SkyttelPASS tag is an approved tag for the Norwegian requirement for heavy vehicles to use a tag.

The SkyttelPASS tag is EETS approved and ISO 9001 certified.

In Norway:

On roads/tunnels/bridges outside Norway:

  • The Øresund Connection/Bridge between Malmö in Sweden and Copenhagen in Denmark
  • The Great Belt Connection/Bridge (also called Fixed Link) on Zealand in Denmark

On ferry lines outside Norway:

  • ForSea: Helsingør-Helsingborg between Denmark and Sweden
  • Molslinjen: Odden-Aarhus in Denmark
  • Molslinjen: Odden-Ebeltoft in Denmark

The SkyttelPASS tag is used as a means of payment on all ferry connections in the AutoPASS for ferry scheme that accept AutoPASS tags as a means of payment. For an updated list of which ferry connections, click here.

Bastø Fosen (Moss – Horten) is not part of the AutoPASS for ferry scheme, but accepts the SkyttelPASS tag as a means of payment.

The tag must be mounted correctly in the vehicle as soon as possible after it is received. Once the tag is mounted, you ensure that you will receive the discounts that your agreement entitles you to., and charges made to your agreement will be available on My Page sooner. 

A tag has a one-time fee of 200 kroner and can be reused.

You will find the tag number on the long side of the tag itself, and in information about the vehicle on My Page.

The tag number begins with 9578 – – –

Send a request to our customer support centre and include your customer ID number, name and postal address, and we will send you a new tag holder for free. 

The tag can be reused and reactivated. To reactivate at tag, contact our customer support centre.

Tags you no longer wish to use must be sorted as EE waste.

In general, you will receive one invoice per month. However, you may receive invoices more or less frequently based on how much or little you travel by road and/or ferry.

SkyttelPASS wishes to protect the environment and offers electronic invoicing and payment options.

Email: When you create a SkyttelPASS agreement, you will automatically receive your invoices by email. If you have a Norwegian online bank account and choose to pay via eFaktura or AvtaleGiro, you will no longer receive your SkyttelPASS invoices by email.

eFaktura (electronic invoicing): For this payment option, you must have a Norwegian online bank account. We remind you of the new Norwegian online banking solution for eFaktura, which is as follows: To create an eFaktura agreement, you must already have activated the general function “eFaktura – yes to all” in your online bank account. You will then receive all your invoices from SkyttelPASS electronically, including the first invoice. Contact your bank if you have questions about this function or want to know if it has been activated correctly. In your online bank account, you can at any time choose to stop receiving eFaktura from SkyttelPASS.

AvtaleGiro: For this payment option, you must have a Norwegian online bank account. When paying a SkyttelPASS invoice, you can choose to pay your future invoices from SkyttelPASS via AvtaleGiro. If you need a KID number, you will find one on a received invoice. Because AvtaleGiro deducts the invoiced amount directly from your account, you will not receive invoices to your online bank account or email. You can view all your invoices on My Page. It is not possible to have both AvtaleGiro and eFaktura at the same time.

Payment card: If you want to pay by credit- or debit card, you can register your card on My Page. When charges of more than NOK 100 have been registered, your card will be charged. Your card will be charged a maximum of once a week. 

NB: If you use a payment card that is registered to a business, the Nets payment solution will add a fee of 2% of the total amount and a one-time fee of NOK 0.50 per payment.

Vipps: If you have an eFaktura agreement with SkyttelPASS and have chosen to receive invoices via the Vipps app, your eFaktura will automatically arrive in Vipps.

My Page: You can view all your invoices and payment information on My Page.

Not if you have an additional ferry agreement. If you have the additional AutoPASS for the ferry prepayment agreement and/or Bastø Fosen agreement, all your ferry journeys that are charged using the SkyttelPASS tag will be settled in the relevant additional agreement.

The SkyttelPASS tag provides an hourly discount and a monthly cap in the same way as other AutoPASS-approved tags do, and a rush hour fee must be paid on toll road and in toll ring areas that require this.

  • 10% discount on journeys with Bastø Fosen between Moss – Horten. By creating and registering your tag in the Bastø Fosen agreement, you will receive a 30% discount.
  • An hourly discount and monthly cap on toll roads and toll ring areas that offer this.

Motorcycles, mopeds and ATVs that are registered as quad bikes are exempt from payment at toll road points/toll ring areas in Norway and do not need a tag.

ATVs registered as a tractor are not exempt and will only receive a discount with a valid AutoPASS approved tag and agreement such as SkyttelPASS.

With a valid AutoPASS approved tag and agreement such as SkyttelPASS, electric cars, hydrogen cars and other zero-emission vehicles receive a larger discount than diesel and petrol vehicles do at all toll road points and toll ring areas in Norway.

Zero-emission vehicles also receive a larger discount on all ferry connections in Norway that accept an AutoPASS approved tag as a means of payment. Without a valid agreement, zero-emission vehicles must pay the ordinary rate.

For bigger discounts on ferries, create an additional agreement with AutoPASS for ferry prepayment agreement and/or Bastø Fosen.

There is no VAT on toll road charges in Norway.

On ferry journeys in Norway, VAT is included in the price.

On toll point charges at the Øresund connection and the Great Belt Fixed Link, VAT is included in the price.

There can be several reasons why your payment has been returned or refunded:

  • Incorrect KID number
  • Wrong amount
  • Invoice paid twice

Upon a return, it is most likely that your payment has not been processed, and the amount has therefore automatically registered as “refunded” despite SkyttelPASS not having received the payment at all. If an invoice has been paid twice, the extra sum is refunded.

If in doubt, please contact our customer support centre.

The most common reason is that you have not remembered to remove the vehicle from your SkyttelPASS agreement. (NB: remember to also remove the vehicle from any additional ferry agreements).

It is also possible that toll road charges and ferry journeys on the invoice were made before you completed the sale or wrecking of the vehicle and removed the vehicle from the agreement. The invoice states the period for which it applies.

Remember that:

  • It is the owner of the agreement that the vehicle is registered to, not the vehicle’s new owner, who is legally responsible for paying toll road charges and ferry journeys made while the vehicle is registered to the agreement.
  • It is not enough to take the tag out of the vehicle. If the vehicle is still active in the agreement, photos of the vehicle’s registration number will be taken when passing through toll road points/toll ring areas and on ferry journeys, and charges will be made to your agreement.
  • It is recommended that you remove your vehicle via My Page, as inquiries by email or contact form to our customer support centre may take a few days to process. Remember to also remove the vehicle from any additional agreement with AutoPASS for ferry and/or Bastø Fosen.

It is recommended that the seller of the vehicle has a written agreement with the buyer/new owner regarding who will pay for toll road charges and ferry journeys up until the vehicle is removed from the agreement/agreements.

If you have a SkyttelPASS agreement that was not valid at the time of travel or the vehicle’s registration number is registered incorrectly in the agreement, toll road companies and ferry operators will send a full-price invoice for toll road charges/ferry journeys to the vehicle’s owner as registered in the Vehicle Registry.

When an invoice from SkyttelPASS is not paid by its due date, the agreement will be blocked. If the claim is still not paid after receiving a payment reminder/debt collection notice, the claim is sent for debt collection.

The payment reminder/debt collection notice is sent by post, so remember to always keep your postal address updated on My Page.

NB: The SkyttelPASS agreement will not be reopened until after the outstanding amount has been paid AND you have requested the SkyttelPASS customer support centre to reopen your SkyttelPASS agreement.

Once you have paid the outstanding invoice and any debt collection fees, you must contact our customer support centre to reopen your SkyttelPASS agreement.

On both private and business agreements, you can register an unlimited number of vehicles.

To add a vehicle, log in to My Page. In the menu on the left, select “Vehicle” and “Add new vehicle”. Enter the registration number of the vehicle you want to add and the country in which the vehicle is registered, then press «Add».

For each vehicle added to the agreement, you will receive a SkyttelPASS tag by post (unless you transfer or reuse an existing SkyttelPASS tag). Each tag sent has a one-time fee of 200 kroner.

Due to problems with automatic reading of personalised license plates, there is a requirement that the owner must have a tag with a valid tag agreement such as SkyttelPASS in the vehicle.

In your agreement, you must therefore register the vehicle’s original licence plate number, not the personalised license plate.

The easiest way to remove a vehicle from your agreement is via My Page under “Vehicle” – “Change” – “Remove”. The vehicle’s registration number and tag will then be terminated on the agreement, and the tag will no longer work in any additional agreement with AutoPASS for the ferry and/or Bastø Fosen. You can also contact our customer support centre but remember that inquiries by email or contact form may take some time to reply.

TIP: Upon removing the vehicle from the agreement, the tag linked to the vehicle becomes inactive. If you want to add another vehicle to the agreement, an active tag can be transferred to the new vehicle before the other vehicle is removed. Remember to also update your information about vehicles in any additional agreement with AutoPASS for ferry and/or Bastø Fosen.

Inactive tags can be kept for future use and reactivated by our customer support centre.

Pieces you no longer want to use are sorted as EE waste.

As the agreement owner, you are responsible for removing the vehicle from your SkyttelPASS agreement. It is recommended that you use My Page to remove your vehicle to prevent toll road charges and ferry journeys being charged to your agreement after the sale date. You can also contact our customer support centre but remember that inquiries by email or contact form may take some time to reply. Remember to also update your information about vehicles in any additional agreement with AutoPASS for ferry and/or Bastø Fosen.

Remember that:

  • It is the owner of the agreement that the vehicle is registered to, not the vehicle’s new owner, who is legally responsible for paying toll road charges and ferry journeys made while the vehicle is registered to the agreement.

Log in to My Page as soon as possible and remove the vehicle from the agreement under “Vehicle” – “Change” – “Remove”. The tag and the vehicle’s registration number will then be inactive. You can also contact our customer support centre but remember that inquiries by email or contact form may take some time to reply.

In the event of a stolen tag and a claim for reimbursement, the matter must be reported to the police. Send a message to our customer support centre with a copy of the police report.

NB: The inactive tag will no longer work in any additional agreement with AutoPASS for ferry and/or Bastø Fosen.

You can easily log in to My Page on skyttelpass.no by entering your mobile number and the password you made when creating your SkyttelPASS agreement. If you have forgotten your password, you can press “forgot password” to receive a new one. You will find your customer ID number in the email you received when you created the agreement and on invoices.

You can find all your invoices and payment details on My Page.

Select “Invoice” in the side menu to see a list of your invoices. Choose an invoice, and then «Details». You will then be able to see the invoice payment details, including amount, KID number and account number.

Ferry journeys

There are several reasons why you may not find your ferry journeys on your SkyttelPASS agreement.

If you have the additional AutoPASS for ferry prepayment agreement and/or Bastø Fosen agreement, all your ferry journeys that are charged using the SkyttelPASS tag will be settled in the relevant additional agreement.

If you only have a SkyttelPASS agreement, your ferry journeys charged using the SkyttelPASS tag will be settled in your SkyttelPASS agreement. If your agreement is not valid at the time of travel, the ferry operator will send a full price invoice for ferry journeys to the vehicle’s owner as registered in the Vehicle Registry.

Toll road charges

If the agreement is not valid when you pass a toll road point/toll ring area, toll road operators will send a full price invoice to the vehicle’s owner as registered in the Vehicle Registry.

Log in to My Page and select «Personalia» on the side menu. Here you can change your address, email address and telephone number.

You cannot change the owner of the agreement. Exceptions are when submitting a copy of the probate/non-probate certificate which shows that the surviving partner/heirs are taking over the estate.

To register a vehicle on an agreement belonging to another person, the vehicle must first be removed from any existing agreement.

Be aware that changes you make to your SkyttelPASS agreement do not update information in any additional ferry agreements with AutoPASS for ferry and Bastø Fosen.

Log in to My Page and select “Vehicle” on the side menu. Select “change” and then “change vehicle”. Enter the vehicle registration number and country code of the new vehicle and press «update».

Log in to My Page and select «General information» on the side menu. Select “Credit Card Information” and then “Register New Card”. You will then be forwarded to Netaxept to register the new payment card information. Enter the new payment card information and press «register». You will then be asked to authenticate with your BankID.

If you wish to terminate your SkyttelPASS agreement, send us a written notice of termination with your name and customer ID number to post@skyttelpass.no. You can also use our contact form.

NB: Upon termination of the SkyttelPASS agreement, the tag/tags will become inactive and will no longer work in an additonal agreement with AutoPASS for the ferry and/or Bastø Fosen.

Inactive tags can be kept for future use and reactivated by our customer support centre.

Tags you no longer want to use are sorted as EE waste.

You can apply for an exemption if you are:

  • Uniformed and civilian emergency vehicles on official service
  • Public transport on service schedule (with the exception of some ferry connections)

In toll ring areas, you can also apply if you are:

  • Disabled and have a parking permit from the municipality

In all exemption schemes, you must use an electronic AutoPASS approved tag with a valid agreement such as the SkyttelPASS tag and agreement.

Motorcycles and mopeds are exempt from toll road charges at all automatic toll road point and toll ring areas in Norway.

On ferries, motorcycles and mopeds must pay a toll road charge where there is a toll road surcharge on the ferry ticket.

There may be local exemption schemes in addition to the above-mentioned national schemes. See links to individual toll road operators at this page.

If you have

• obtained a tag and have documentation of your right to exemption, or

• have already been granted an exemption but have a new tag agreement and/or a new tag number

you must send the following to one of the toll road operators:

  1. a copy of your current tag agreement
  2. a copy of your the current tag number
  3. documentation of your right to exemption

For example, if you have a disability parking permit from your municipality (in Norwegian: HC-kort), then a copy of the front and back of your disability parking permit must be attached with a copy of your tag agreement and tag number.

The toll road operator you choose to send your documentation to grants the exemption, and the exemption will apply throughout Norway, regardless of where you live.

NB: If you get a new tag and already have an additional agreement with, for example, AutoPASS for ferry prepayment agreement or Bastø Fosen, you must remember to register your new tag number in your agreement with them. The easiest way is to log in to your page on your agreement with them.

Exemption become void if:

  • You terminate your SkyttelPASS agreement
  • You change the tag. With a new tag, you must apply for exemption again.
  • The validity of your HC-card expires
  • Your SkyttelPASS agreement is blocked due to debt collection

Yes. The owner of a foreign-registered vehicle who wants a SkyttelPASS tag and agreement is responsible for registering the correct environmental parameter in SkyttelPASS’ central system when upon creating an agreement.
