About SkyttelPASS

SkyttelPASS issues AutoPASS- and EETS-approved toll tags to drivers in Norway and Europe, ensuring quick, seamless travel and large savings on toll road charges and ferry crossings. The company is commercially operated under strict ethical guidelines.

About the company

SkyttelPASS AS is owned and operated by Skyttel AS, which is owned by the county municipalities of Vestland, Rogaland and Agder. Although the company has public owners, it has no public purpose and is operated exclusively as a commercial company. As a result of public ownership, however, the company is subject to strict ethical guidelines and aims to be the natural choice of tag issuer for toll road payments and ferry journeys.


SkyttelPASS AS was established in 2019 as a result of the toll road reform and the tag issuer regulations which came into effect on 01.01.2019. The SkyttelPASS tag was the first tag in Norway to receive AutoPASS approval after this and was also the first tag in Norway to receive EETS approval. EETS (European Electronic Toll Service) is an EU standard for toll road payment.


The SkyttelPASS tag was launched in 2021.

About the commercialisation of the tag issuer role

Traditionally, a toll road company has been both toll road operator and tag issuer. As an operator, you are responsible for collecting road toll in a specific toll road project/toll ring area. As a tag issuer, you are responsible for the tag and payment intermediation. Because a tag can be used in toll road projects operated by other toll road operators, an operator who is also a tag issuer will assume the risk of paying toll road charges made in toll projects other than those for which the operator is themselves responsible. Because of this, toll road companies took on a risk that they were not allowed to, and thus saw a clear need for commercialisation of the tag issuer role.


On this basis, tag issuer regulations were implemented in January 2019 to regulate matters in connection with the commercialisation of the tag issuer role. Due to the risk the tag issuer assumes by providing payment guarantees to toll road operators, the tag issuer receives – in accordance with government set rates – a compensation of 1.75% of the toll road charges and ferry charges collected.


In December 2020, SkyttelPASS AS was ISO 9001 certified. ISO 9001 is defined as the international standard that specifies requirements for a quality management system (QMS). Companies and organisations use the standard to demonstrate their ability to consistently offer products and services that meet both customer and regulatory requirements.
